This technical manual details Utah’s accountability systems for educators, parents, and other stakeholders.

Targeted School Improvement (TSI), and Comprehensive School Improvement (CSI)

Under Utah's Every Student Succeeds Act (ESSA), the Utah State Board of Education is required to identify two categories of schools:

  1. Comprehensive Support and Improvement (CSI) schools are the lowest-performing 5% of Title I schools and high schools with a graduation rate of 67%, or lower.
  2. Targeted Support and Improvement (TSI) schools are schools with consistently under-performing student groups.
